UTH not heating up?

Last night i bought a ten gallon zoo med UTH for Loki, due to the fact of before he only had a 5 gallon one. Anyway, i still have not yet bought i thermometer, (petstore was out) and im waiting for my amazon shipment to be in. I was worried that it might burn him, becuase on the back of the package says use 1.5 inches of substrate with it, and all i have is terrarium carpet. So i kept on checking on him, placing the back of my hand on the heat mat spot and it feels like not enough heat for the guy. He was active last night, and wasnt before with the 5 gallon one, and he went on a feeding frenzy eating 10 mixed sized dubias. He looks happier, and all i have is a stick on thermometer that came with it, and idk if it works because i see not green bar indicating the heat. Its an 8 watt pad, zoo med brand

So i guess what im asking is would it be safe/okay to put the 5 gallon matt under with it? Its a cheap brand mat, not zoo med or zilla or anything, i think it says furry nation. Or is this fine and im just worried? Thanks

The 10 gallon ZooMed you have is enough. 90F doesn't feel all that warm to the touch (to us), but if he is active and eating then he is good until you can get your thermostat and probe thermometer or temp gun. [emoji4]
