If I get two geckos for a 24inch long terrarium with a a medium under tank heater should I get a heat lamp too because of the low temp of the room. This room is 65 - 69F all year round.

Welcome to GF. A 24" long terrarium is a bit tight for 2 adult leopard geckos and I'd recommend a 20 gallon long minimum (30"x12"). Some people feel strongly about keeping the ambient temp for leopard geckos in the 70's or higher but I feel that as long as the house is comfortable for humans and the geckos have their under tank heater and hides on the warm side, there isn't really a need for more heat. The geckos may reduce their intake and slow down in the winter, but that would be true of their natural environment as well. Too much heat can dehydrate the gecko and sometimes their eyes get very dry.

I agree with acpart regarding tank size. As for the room temperature, when I lived in North Carolina I had a window A/C that I ran on max probably 9 of the 12 months. I love having a cold room and had no problems keeping my tanks warm, only using a slightly higher wattage bulb in the winter.
