Rack System.. Heat tape, UTH, or heat wire?

I'm considering making my own rack system for my future breeding projects and have found a perfect rack. The bins are plastic and I was just curious as to what the best heating solution would be and how I would regulate/control the amount of heat output by heat tape or heat wire?

Information and experience much desired.

From what I have read heat wire/heat rope is the way to go. I have seen pics and heard many stories about heat tape heating uneavenly and also burning holes into the tubs and catching fire. where heat wire heats more evenly.
I also will be building a rack soon and will be using heat wire/heat rope.

Also if you go with heat wire, just remember that the first few feet are dead and do not heat up. So just remember that when you try to determine the length you will need to use.

I use ZooMed 150 watt 52 ( or is it 50 )feet Heat cable. I have not had any probs with it. I used flexwatt at 1st but had alot of probs. I use a Herpstat Proportional thermostat to control the heat. I reccomend both.
