I have been giving him baths for the past two days and been rubbing the toe but the skin won't come off!

I would continue to soak him once a day and hope for the best. That toe will more than likely begin to die and fall off soon or the skin could pop off. Either way I think anything other than soaking him would be painful and one missing toe will still allow him to lead a happy life. Best of luck!
