Do I need a 'breeders license'?

I am a noob when it comes to professional reptile breeding but I would love to learn more!
But anyway, I am wondering what are the qualifications for a 'breeders license'? Am I required to have one if I breed something that doesn't have any restrictions like, leopard geckos? What if I'm under 18 and I want to breed and sell reptiles?
These my seem like breeders license FAQ, but i was wondering if this great forum could answer some of my questions.:D

Unless the laws in your state are different, there is no need to have any kind of license to breed or sell. Some states require a special tax ID number if you sell at a reptile show there (like NY) but you have to check out the laws in your own state.

I've never seen anything about needing a license in IL for breeding. I don't have one. And there are no permits or licenses required to vend unless it's changed in the past year or so since I looked it up. Things have been changing in IL lately, but mostly good changes.
