I doubt for some reason that is a high yellow.

I'd call that a reduced pattern. Not yellow enough (IMO)to be a high yellow - but it could just be the photo.

I would call it a normal. But also agree with shanti in calling it a reduced pattern because it does have fewer spots then a normal but too many to call it hypo.
