best cheap heat sources

ok guys, sorry for all the questions, but could someone tell me what is the best and cheapest heat source to use for racks? thanks, currently i am using the good ole florida hot weather now, and i am using heat lamps, but from a far distance now.

You need to have a warming spot. Air temperature means nothing. Its ground temperature. I use flex-watt. Here are some pictures. I used 4 inch.
