Breeding with a tail regrowing

I have a male Leo who recently dropped the last like half inch of his tail and I was wondering if it would be ok to breed him with it still growing back he still is a really good weight (almost overweight)

Missing tail shouldn't cause any issues.

I'd be more concerned with a female having fat reserves for egg production. However, it should not pose any problems for your male. I do recommend feeding him before breeding as sometimes they lose their appetite for several days as they become obsessed with breeding.
