I like the fact that you put different sized tubs in there....BUT...how big of a gap is between the box and the shelf above? Looks like rather large gaps if it's going to be holding hatchlings at the bottom. The top bins also have gaps, but not sure if a subadult/adult would get out...measure them to be sure.
As for the heat tape, I HIGHLY suggest Reptile Basics. They wire it for you and supposedly have great customer service. I recently bought from them for my new rack, and the heat tape is supposed to arrive today *dances*. It's the last thing I need for my rack before I can set it up. Also, do you have a thermostat? I recommend Hydrofarm, as it's cheap but does it's job well. There's also Helix, Vivarium Electronics, Ranco, Johnson....If you want to get it from Reptile Basics, I recommend the VE.
Lastly, what color will you be painting it? Eager to see it complete!

Just got my "hatchling rack" all set up as well. Not as nice as yours, since they are actually storage drawers that are too deep for a hatchling to climb out of, but I'm very pleased with my nice little set up. Even added some purple embellishments to match the purple accents in my room and added some stick-on rhinestones because I need to feed my girly girl side lol. So far the heat tape is heating up perfectly and staying at the temp that it needs to be at.
So as far as paint, either classy black or maybe a color to match your decorating? lol
