California's new law proposal... mandatory spay and neutering.

California is plagued with ridiculous and uninforcable legislation. There is a new proposal that would make it mandatory for pet owners to spay an neuter their animals unless they are certified to breed and pay for an annual "Intact Breeder's Permit". (California Assemby Bill 1634).

What do you think about this?

I'm all for spaying and neutering pets...it aggravates me when I see someone's pet that hasn't been fixed and they clearly have no intentions of ever breeding. I can't tell you the number of "oops" litters I've heard about from irresponsible owners.

That being said, this law seems very excessive and aimed towards taking breeders out of business.

Good. I am all for spaying and neutering animals, and agree that there are w-a-y too many irresponsible people with pets. Personally, I'd rather see more FREE spay and neuter clinics than to have more legislation in this state that can't be enforced.

Free spay and neuter clinics would really help out those people that have lots of animals (such as people with large numbers of barn cats, etc.). Unfortunately, a lot of people - the irresponsible ones - would still refuse to have the surgery done even if it cost them nothing, due to either laziness or carelessness. Most responsible pet owners already spay and neuter.

I don't have a problem with an animal remaining intact as long as the owner is knowledgable, experienced, and responsible enough to properly handle an intact animal. I personally know several responsible people that simply prefer certain characteristics present in intact animals. However, people like that are few and far between anymore; I agree that the GREAT MAJORITY of people should spay and neuter their pets.

That being said, I am very glad that this law was shot down. IMO, it was not about making people responsible for their animals so much as it was an attempt to further control the pet industry and to boost the state's revenue. I don't think that the government needs to micromanage our lives, and I'm tired of our freedoms slowly being taken away from us. This may not have been an "essential" freedom, but it would have been a step in the wrong direction. Just my two cents, although it appears to have ballooned into more of a quarter. :)

Very true, we have a low cost clinic here (its about $35) and you can even apply for a free voucher if you are low income and people still have unaltered pets that do not need an unaltered animal, some of those don't need any animal at all.

yep lol

we have to pay property taxes and county taxes on each animal. I even ahd to have an inspection for the reptiles but there are no taxes or fees on them, jsut on cats and dogs.
