I have a kodak and mine does that when the batteries are dieing. Try changing them. I Noticed that when I use cheep batteries, my camera is really only good for maybe 25 shots! so if thats your problem try some better batteries. good luck.

Well I'd like to try but unfortunately I have no idea what model the camera is, what it's saying, how you know it's in USB mode if the screen is completely black, what other lights/indicators are on, what you were doing when it happened, etc. Just not enough info for me to provide a reasonable guess.

it is a brand kodak camera, 4.00 mega pixel, it is not saying anything, but when you plug in a usb camle to the computer to the camer a red light flashes letting you kno its in usb mode, and every time i turn it on the screen stays black and the red light flashes, this is what iy does in tusb mode, also the only way i can turn it off is by taking out the batteries

According to the manual the red flashing indicates low batteries, which would explain the blank LCD. In addition, USB transmits small amounts of power (usually <500mA), which the camera may have been using when it was plugged in.

they were sopposed to be brand new energizer batteries, the one with the bunny, but my dumb sister might have put old batteries in the pask, for reasons beyond my belief

Yeah pick up some new ones and see if it helps. If not you can try reflashing the firmware, but I'd start with batteries you know are new:
Here's the diagram of battery types it takes (remember to charg any rechargable if you need to buy them):
