I have a 10 gallon tank and i was thinking about puting in repticarpet on the warm side and ceramic tile on the cool side because iv heard it helps keep temps down on the cool side. I have an uth and a 40w red heat lamp. Any sugestions? Placement of heat lamp?

Why not just tile the whole tank? It's super cheap, easy to clean and it looks really nice. I tiled my whole tank and it was super cheap. I use porcelain tile and they only cost 58cents a piece.
Don't get smooth tile, get the rougher stuff. I forget what mine was call but if you go to lowes it is the only tile that's porcelain and costs 58cents for a 6x6 piece. Here is a pic of my tank with the tile in it

placement on your heatlamp is gonna depend on your temps. My room temp is normally 76 and with just a uth I get 93-95 hot side and 72-7$ coolside.
If you need to keep the temps up on your cool side put a piece of cardboard or something on top of the tank like 3/4 of the way covered. Don't cover it all tho as you need airflow to get into the tank. Covering the lid really helps I have had to do that before when we could only have the heat on 68.
