Ok, so I just switched to 4" flexwatt heat from a Zoomed, and put on a rheostat. My thermometer sensor is taped directly to the floor of the tank over the heat tape, and covered with repti-carpet. I've been keeping the tank temp reading around 99 degrees. All 3 of my leos would pile into the hide so I turned it up thinking they weren't getting enough heat. My thermometer is now reading 105 and they are still in a pile... So whats the deal? My rheostat is maxxed out.

Sounds like you might need more hides, i would also have the probe on top of your carpet.

maybe it's too hot for them.

I would also put the probe on top of the carpet to get the temp on top of the carpet. If it is still reading 99 I would lower your rheostat
