foil tape

when you use the foil tape you put it on both sides right? and you cover every part of the heat tape?
what is it even for??? is it to keep it so it doesnt burn anything

I just use it to fasten both edges/sides of the heat tape to the shelves--I wouldn't cover the heat tape completely--it'll just cost more to heat your setup--the foil acts as insulation. I barely overlapped the foil tape and the heat tape-so the foil tape just covers the transparent edge of the heat tape--leaving the element as exposed as possible.

Just put the foil tape on the edges to keep the flexwatt in place.
