Having some issues

Alright... this will probably be long so thanks in advance for reading! So I have two cats (2 females) and two dogs (1 male/1 female) and everyone gets along perfectly and everyone is well behaved. My sister moved in with her two cats (1 male/1 female) about two weeks ago, who have always been pretty well behaved for her in her apartment. Well, my younger cat who adores my older cat and loves to play with our pit bull is absolutely terrified of my sister's male cat. He has done NOTHING to her, but she growls, spits, hisses, bats at and runs from him if he comes within 10 feet of her. She is fine with my sister's female cat and even tries to play with her a bit. My older cat plays with both of my sister's cats; no problems. My sister's cats are okay with the dogs and both of my cats, so I don't know why my younger cat is acting like this towards just him and we don't know how to make her stop or feel more comfortable around him. There has been no physical harm done to either cat (he does not react to her aggression he just looks at her) but her behavior is totally unnecessary.
The second issue we have is that my sister's cats, mainly the male, jump up on everything from the kitchen and bathroom counters to inside my skink's tank and in the baby's crib. We have built a make shift lid for the skink tank, but I would really like to take it off. We spray the cat with water, scold him and/or push him off yet he continues to do it right in front of us. The crib is the worst of all! The baby is due in 2 weeks and we need this issue resolved before the baby is born. We have the room closed off for now, but I will want to keep it open to be able to hear the baby. We tried foil in the crib, but that doesn't phase him and aside from closing the door, I don't know what else to do.
My sister will be living here for the next 4-6 months and I would like to resolve at least some of these issues to make the living environment for us and our pets happier. All 6 animals are spayed and neutered, the cats all use their litter boxes, and are physically healthy. Any advice would help!

Sometimes, they get little nervous or scared of them when see new animal. but i dont know what to do about dog and cat.

Put Peeled lemon on top of skink's tank or anywhere where your cat used to jump . they hate smell of peeled lemon and orange.
