i was wonder if anyone knows if a heating pad can be plug into a proportional themostat and operate it like flex watt? Im a heat pad instead of flex watt tape because i dnt have any, i put the heat pad in my incubator fridge plug it into the wall and the temperature went pass 100degrees(the tempin my deli cup). Will a thermostat control the temp as like flex watt?

Yes, you can use any UTH with a proportional thermostat, that's what I'm using in my homemade incubator.

same, my incubator is a polystyrene box with a heat mat in lol.
