I have used many a human heating pad for temporary heat but you still need a thermostat or a dimmer of some kind. The hot needs to be 90-92 and the cool is fine at room temp.

If your hot is 83 you can get a red overhead bulb and that will help get it higher but make sure it doesn't get too hot.

What setting do you have the heating pad on and what substrate are you using?

you really need a thermostat no matter what heat source you use.

I have found that a human heating pad used as a back up heat source set on medium with ceramic tile as the substrate tays around 90 in my house but my house is always on the cool side. HUmdan heating pads are not good as a choice for all tiem heat, but willw ork as a back up if they are under constant temp checks.

a dimmer will work instead of a thermostat if the room temps are steady day and night if not a thermostat is a must. A dimmer will get you by on a temporary basis.
