Yes, you can add substrate in layers to increase how much material the heater has to warm up and that will reduce the surface temperatures, but it's less reliable than a thermostat or rheostat generally speaking. Different materials are better than others at letting heat through - you may be able to find something that doesn't increase your thickness or number of layers too drastically that still cuts down on the temperature.
