Herpstat Temp Fluctuation

I'm using a Herpstat with a Hovabator I have some bottles of water inside it to hold heat. I bought a Herpstat expecting very little temperature fluctuation but I'm getting temps between 80.4 and 84.2 when the Herpstat is set to 82. That seems like a lot of fluctuation to me but I'm new to this so I would like your opinions and some examples of what temp fluctuations you guys are getting with your Herpstats.

Do you have it on the dimming setting? That's what I have mine on for all my racks and the temps stay 1-2* at all times.

Yeah I have it set to proportional heating and have tried all of the power matching settings. I'm starting to think its just the heating element that comes with the hovabator I might try heat tape inside the hovabator instead.

The temperature is also constantly fluctuating its powered on until it hits 82 then it keeps raising to 84.2 then starts to drop the power comes on once it goes below 82 but the temp keeps dropping until it hits 80.4 this is a never ending cycle that it keeps repeating. I'm just worried that the constant fluctuation may cause damage to the eggs.
