Hova Bator Heating Question

So I have a Hova Bator running with a Herpstat. I have the Herpstat set to 82 and my temperatures are fluctuating between 80-84 over the past few days I have tried changing the proportional setting from lo2 - hi2 with no success. Right now the incubator is empty with no water or anything in it, for those of you who use a Hova Bator do you normally use the water tray in the bottom or do you put water bottles or anything in the incubator to hold the heat better? Do you think if I added something like that it will solve my problem? The only other thing I can think of is that the Hova Bator element takes too long to heat up and too long to cool down once it's heated up because the temperature will start rising it will hit 82 the element will shut off and the temp will continue to rise to 84 then start to drop until 82 the element comes back on but the temp drops to about 80 before it starts to rise again, the process repeats itself from there.

I hope you can understand my rambling this has been frustrating me. I'm hoping for a simple solution but if it is the heating element causing my problem I may have to rig something up with Flexxwatt.

I have water bottles filling up all the extra space in my hovabator. Im not sure how much it helps but I feel like it holds the temperature in their better. Especially if for some reason I open it. without the water bottles it loses a lot more heat when opened.

I have some containers in my Hova Bator filled with water. It is helping alot better with the temperature. I had the same problem you are. I called GQF and they told me not to use digital thermometers but the one that they sent with the incubator. I tried it and it works alot better now. So I would recommend that you use the thermometer that they sent with the incubator if you arent already.
