I have a rack question.

Well Im currently trying to move all my adults from 32qt to 15 qt tubs. Im using Jason Jungle racks which are heated with two pecies of 11inch flexwatt down the back of it. The back of my tubs are currently 87-92 with an ambient of 95 or so.(since the winter my rack is always heating and the thermostat never goes off, like it cant get warm enough) When i tried setting up a tub with only a moist hide as i have seen many of you do. The inside of the tub gets to 88 or so in the back and a temp of 83 on the floor of the moist hide.(which I wont due because I want a hide to reach atleast 90 degrees.)To fix this problem am I going to have to add belly heat to my racks? Because i really need to move down to smaller tubs due to space. And if so what would be the easiest way to do so in a pre made pvc rack?

Where is the rack located? i would put the rack on an inside wall as far away from the window as possible.
