A carrot-tail is an actual morph created by Ray Hine in Europe. The originals had very little orange body coloration, so most of them have been crossed into Hypo-Tangerines in efforts to produce an all-orange gecko. It really has little to do with what percentage of orange is at the base of the tail, and is mostly characterized by have NO black pigment at the base of the tail where the orange is. I would consider this gecko to be a SHTCT (Super-Hypo Tangerine Carrot-Tail). Without seeing it's head, it may or may not also be a 'Baldy'.
