Is he fixin to shed soon? Possibly mites, lice or ticks? Hows his temps and humidity levels?

It's perfectly normal for them to nip at their legs, tail, back, whatever they can get ahold of to pull off the skin. A warm shallow bath in a small container will help.

well he doesn't have a moist hide as such but he has a water dish but i have a little hide i could put in for him if i need to ?

It is generally standard protocol for a leo to have a moist/humid hide to aide in shedding and hydration so YES you need would need to add one. Repeated fragmented sheds can cause a lot of problems for your leo.
