Living in a place at 80F (27C) and higher

Is it necessary for a heating pad or anything that heats the bottom of the cage on one side, because when I use a heating cable made for leopard geckos it usually goes up to like 92F to 97F; is that still fine?

I don't want to forget to mention that I live in the Philippines and the temperatures here are usually 80F to approximately 87F so practically there is no cool side.

I'm pretty new with taking care of leopard geckos so basically I just want to know as much information I can get for caring. Thanks for your time!

EDIT: The 92F to 97F is the floor temperature of the terrarium. I have it heated on one side only, while the other side is not heated at all.

You will need a thermostat hooked up to the heating element to keep the floor temperature a bit lower than 97 F. 92 F would be okay, but anything 95 F or above is getting too warm. I usually shoot for 88 - 92 F.

80-87 would be practically ideal! I always bred and raised my leos in the low to mid 80's. I have always had nice, plump, healthy leos. I have had some breeding bins that were into the low 90's with a gradient down into the 70's without any problem however. I just never understood the higher temps when these guys pretty much live underground until night.

Forgot to update on this, I've got the temperatures controlled on both sides now. Thanks for the helpful information even though.
