Moist Hide and Humidity

Just got our first gecko and I'm slightly confused about which side the moist hide goes on? I was assuming it went on the warm side...I've ton TONS of reading and looked at lots of pics. Does it go on the warm side or the cool side? I've seen pics with it on the cool side, but then I've read to put it near or over the heat pad.

Also, I know that the humidity SHOULD be around 40-50%...my humidistat is reading 70%. How can I lower that if the whole house is around 70%?
