They are two seperate genes. This is proven by, for instance, if you have a blizzard and you have a patternless an you breed them together you will get all normals, het for both. If you breed any of the offspring back to either parent (lets say you breed back to the blizzard) it would result in all blizzards. Visually (or phenotypically) you can really tell the difference when they are first hatched as blizzards come out a whitish, grayish, or yellowish color while patternless will come out with a color much like blizzards but they are also hatched with very abnormal spots which fade as they mature.
