Yes it is a heat rock.
Why does it concern you? I am new to keeping them and if i'm doing something wrong please tell me

Heat rocks can be very dangerous. They can cause serious burns that can even result in death. An animal should never come in direct contact with a heat source. Under tank heaters are the way to go. You can pick one up at a local pet store or find some on amazon.

my brother died and i inhierited these 2 leopard gecko's. I have been doing alot of reading on here. If i'm going to keep them, i want to keep them right

There are a few things you can add that will make life a bit easier:

- Thermostat
The kind you can plug the under tank heater into, set to a temperature, and it will turn the heating on/off. This is a more expensive item right off the bat, but it will save you a lot of worrying about temperatures being wrong or the tank bottom overheating. Most folks tape the temperature sensor right inside the cage on the hot spot and set the thermostat to 90 degrees. Some cheaper starter models are the Hydrofarm MTPRTC Digital Thermostat or the BAH-1000DC Reptile Thermostat from Big Apple Pet Supply, both of which you can buy online.

- Infrared temp gun
Does surface spot temperature measurements, so you can quickly see the temperature of any area in the cage. You can get these cheapest online. Not absolutely required right away but really useful.
