I've been unable to find anything solid on the internet, everyone says it's probably water. I was hoping someone here might know what it is. My husband won't let me take her to a vet unless it's serious, he doesn't want to be charged with a large fee for nothing, plus our area doesn't have any 'exotic' veterinarian, the vet I take my cat and dog to for shots is a farm vet that doesn't deal with anything smaller than a kitten. Any and all help is appreciated, thank you for your time. :)

Simple test: Try to wash and dry it.

If you aren't comfortable handling, get some cotton swabs. Use one wet with warm water to rub the spot off, then use a second dry one or a tissue to dry it off. If the spot comes off, it was just something she managed to get on herself. :)
