I only know of one person (as well as myself) working on it right now. I purchased my male off of him and I will be breeding them in a few months. My male is F1 in the project. Here is a pic:

I will message him to let him come and show off what he made, as this was a purchase for me the result of his hard work!!!!!

Cool! Phantom Enigma is a project I've considered, but I'm new to leos and so it will be a few years before I produce anything. Please keep us posted!
