I dont know what kind of material your rack is made of but you can try the heavy duty HVAC Tape (its silver) You can put it under the heat cable and it should direct your heat cable up. I tried using the heat cable and it just didnt work for me but that might be because I was using it on a meatal bakers rack

its a self made 1/4 inch wooden rack, probaly poorly made. the thermostat is one that switches on and off. ive just ordered a pulse controlled one and a longer heat cable to double it up. should this work?

Which thermostat do you have? Mine allows me to set an allowable drop before turning back on. Maybe that is set very high because there is no way any thermostat, proportional or on/off, should allow fluctuations like that. I also don't think doubling the heat cable will help. The only time you need more cable is to get up to temperature, not to hold it.
