i was reading somewhere that if you have the old type of human heating pad that doesnt shut off you can use this as a heat source or you can just get a large under tank heater for it / ive tried flewatt and it had to many power surges can some one help me on what i could use ?

unless you connected it to some sort of heat regulator then there really is no point. If it's meant for humans leave it for humans or modify it.

You could use heat rope, but that's even more work. Flexwatt is really the best heating choice for a rack.

That purely based on opinion. I choose heat cable over flexwatt. So in all reality it's what the person with the rack chooses. There are pros and cons to both.
