Tangerine and hypomelanism are selective bred traits, there's no rule about how the offspring will inherit them. With these kind of traits people usually take as a rule that the hatchlings will look like a blend of the parents.
For example, if you cross two high quality tangerines, offspring are thought to be high quality tangerines too. If you cross an high quality tangerine with a normal, the offspring are thought to be low quality tangerines. The same goes for hypos.
