Rheostats and heat tape

Can a rheostat control heat tape effectivly enough when you're also using a probe thermometer?

2 of our heat pads are just way too hot and I'm tired of contantly fiddeling with them and turning them off.

I've got extra heat tape and such laying around and wondered if it was doable for the time being until I can get another thermostat.

I have an Alife thermastat on our rack, but with how messed up the temps have been for these two tanks, I just want to get this stuff switched over tonight and worry about ordering a thermastat later. Last night when I sat down to feed them one tank was at 105, the other was at 96.

For some reason they're bor run off the same rheostat, and one is on the shelf below the other... but I still can't figure out the big temp difference other than there has to be something wrong with one of the uth.
