Second Level to tank

So, with my report card money 6 A's= $60 I'm buying material needed to make a second level (and possibly) a background to Rin's tank.

Current set-up:

Now, my debate is whether or not I should extend the second level to the hot side as well and create a background....the lamp *should* keep it warm enough for her and the background would add a great effect but...I'd like some opinions

Secondly, Styrofoam, grout, liquid nails, non-toxic acrylic paint; are these all the supplies I'll be needing? Or are there different substitutes people prefer over these? Just looking for a little insight to make this go smoothly.

You'll also need some kind of sealer as the final layer. I use Mod Podge. First layer pretty watered down then progressively thicker. Although I'm sure there are other sealers that you could try.
