Tile would be best, they can hook their feet and mouth in the grass. Tile also transfers heat very well.

We use and recommend Sani Chips as an easy to clean, inexpensive substrate. We use it at our breeding facility, stuff is perfect for maintaining geckos on.

I wouldn't recommend a loose substrate due to the problems they can cause. Its best to stick to things like paper towel, tiles, reptile carpet, so they don't accidentally eat the loose substrate while trying to feed as this can cause impaction. Some geckos are ok on loose substrates, but its better not to chance it because it can be a whopping vet bill if it does cause impaction

UTH's always stay on the outside of the tank. as long as its controlled with a Rheostat or Thermostat, it will transfer the CORRECT temperature heat very nicely through the glass AND tile :)
