Thermometer above paper towel or below?

Hey everyone, I did a little experiment today and while I have all my thermometers under my paper towels in my tubs, I decided to place another thermometer on top of the paper towel to see what temp difference it would be

At first I was getting temps of 85 above PT and 93 Below PT. So basically my leos were getting temps of 85 I guess. So I turn up my dimmer switch.

I drew a picture of what I'm talking about.

1. Above thermometer
2. Tub
3. Paper towel
4. Heat Cable
5. Below thermometer

So my question is should I just go by the temp above or on top of the paper towel and ignore the below temp?

Some materials are better insulators such as ceramic & wood products, some are better conductors, like stone. I don't find it too incredibly odd.
