Personally i wouldn'd save on electrics, from what i can make up of it it is a on/off thermostat.
this will work on heat mat's but not on bulbs.

That thermostat is about 75% cheaper than any other one I've seen. Makes me skeptical about how well it will work and for how long. If it actually works it should be okay to use on a heat mat. I would just measure your temps very carefully for the first week or two you use it to see how hot/cool it lets them get before turning them off/on.

oh also that one you posted is 220v. I don't know if you are in the US but we use between 110 and 120v.
