Uploading pictures!?

Is there any way i can upload pictures that are like 4000KB? Or resize them on my computer? I've taken loads on my phone but they're all massive!

I use photobucket and if I´m not wrong it is rezising to 1000 pix max. Other way would be search for a little prog like picture reziser or so.
