Urinating doggie?

Hello, we have two mini doxies and an 11 month old weimeraner. They are all pretty good for the most part. However, the smallest of the dogs will occassionally jump on the bed, a piece of furniture or stand right in front of you and urinate. He is neutered and doesn't do this very often, but it seems to happen every couple of months or so. Also, if he starts urinating and you pick him up, he just keeps urinating, he doesn't stop, this may seem a little humurous, but it doesn't seem normal.

Twice now, including tonight he has climbed on my wife and urinated on her. He is pretty much a momma's boy anyway and is constantly in her lap or being carried by her. Any thoughts on why he would urinate on her like this? It isn't that he needs to go, is it a dominance thing (which seems unlikely with him as well), is he marking her? I just don't get it.

Any thoughts would be greatly appreciated.

I wish that i could say that I had an answer for you but I don't have a clue as to why he is doing this
I know that cats will often urinate right in front of people outside of their litter boxes when they have a urinary tract infection but I don't know if this also applies to dogs ??
I would try some online Dog psychology sites/books to see if you can find your answer to this behavior and also see if he is having any unusual problems pertaining to urinating in general
Is he having to go more often etc.?
