The bottom of my tank is too thick or resistant to heat for proper heat transfer if it's under the tank, so I have to put it in the tank under the paper towels. It works perfectly, no burns and much better heating on the hot side of the tank. I would be cautious though, because yours may be different and it may get too hot.
