that looks like a burn to me most probably from the lamp.
Lamps are unnecessary, UTH is the best heating method. I would remove the lamp before the burns get worse.

Leo's need a heat gradient of around 75 on the cool side and 88-92 (no higher than 95!) on the floor of the cool side. If the air is getting to be 90 degrees it's almost certainly too hot in your tank. Lamps tend to decrease the humidity and heat up the entire tank which can slowly cook your gecko if temps are over 100 for too long. I would pick up a probe thermometer to measure the temps on the ground over your UTH and throw the lamp out. Those spots look like they may be burns. I would also make sure there is no loose substrate in her enclosure and that she has a moist hide using paper towels in her enclosure so she can be more comfortable in a bit higher humidity if she needs until she heals.

Update: i have turned the lamp down excessively and i havs changed substrate to tiles asthey keep heat well so there is less need for the lamp to come on. I have also bought ointment for the damage skin and have been giving her occasional baths. i havent handled her as much for 2weeks and have been seeing improvement within the skin. thankyou!
