Zilla UTH, Temps Fluctuating

Not sure it this topic belongs here, but I am having major issues with my Zilla UTH. Out of the box it got up to a hundred once, now a couple of days later if fluctuates between mid 70's up to mid 80's. My set up is a 10 gallon tank for a leopard gecko.

I am using vinyl tile as the substrate, I tried ceramic but the heat transfer was even worse.Want to try slate but could not get it cut correctly. To try to help I even removed the bottom glass so the pad is pressed up agains the bottom of the substrate, no good. I tried no gap, half inch gap then a one inch gap, but still similar results.

Not sure if the the heater is broken or what. Any advice would greatly be appreciated.

A thermostat is a must. A UTH is just a heat source and is not self-regulating. Get a Zoo Med 500R online cheap and it will do the job. Aim for the 89-93 range. It will fluctuate since it is an on off stat.
