Yes, I believe so. It's possible it could be a Las Vegas (a.k.a., Rainwater) Patternless Albino as well, but we'd need a close and clear eye image to say for sure. I just say Tremper Patternless Albino because they seem to be a bit more popular.

I don't believe there are any Bell Patternless Albinos around, so that possibility really isn't much of a possibility at all.

It doesn't look RW to me at all. RW's have more brown eyes, at least those I have and have seen are.

My first instinct is to agree with Maurice that it is likely a TPA, but I have seen a fair number of LVPA floating around lately, so an eye shot would be best to clear it up.
