Is a 16L by 13W plastic bin big enough for 1 adult?

Yes, that's big enough for 1 adult, probably 2. I keep 1.2 in a 22X17

It really depends on how much stuff you put in, in a 22X17 I put 3 hides, food water and cali dish and they still have plnty of room.

That should be fine and enough room for the basics. If you want some great set-up with lots of decor etc.. then it would be to small.
