Deformity?

This female ss was born with a much smaller and fatter tail than her clutch mate. Would this be considered a deformity?

I consider it a normal variation, but there may be other opinions.

This is her clutch mate with a long full tail. If I bred the one with the short fat tail would it be passed on to her offspring or does anyone know?
