Eyelid notches hereditary?

What exactly are eyelid notches and what are they caused from (are they possibly hereditary)? Does anyone have any pics of eyelid notches?

Personally, I think they're due to a vitamin deficiency in the mother. We've never noticed eyelid notches appearing to be genetic.
