Gecko having problem with his...er....

My gecko has an embarrassing problem
One of his testicles has gotten very swollen, it is about twice the size of the other. Very red on the bottom, looks like it might form a scab. This happened over the course of one night, he was fine when I looked at him one day, then like this when I checked on him the next day. I have taken the substrate out of his tank and put in paper towels. My friend thinks he might have gotten a piece of dead skin or substrate stuck and it got infected. Is this the case, or might it be something else?
He is also having problems finishing his shed, he basically has a helmet on his head that he can't get rid of. I've been keeping his tank damp and warm and have let him soak. I can rub the skin around, it's fairly loose, but just clinging on. Is it safe to pull the skin off?
He is still active, he seems to drink a little more water than usual (but it's also very hot in our house, no A/C), his tail has gotten a little bit skinnier. He hasn't eaten recently, but he rarely eats much anyway. He looks like he's already getting ready to shed again, it has only been about a week since his last one, and he usually sheds about once a month. No idea how old he is, he was adopted :)
Sorry for the length, but I need advice and am really worried about him!
Also, does anyone know of a foundation or something that helps low income families with vet bills? We are kind of in a rough spot right now

1) Your first problem sounds like a hemipenal prolapse. Soak him in sugary water (dissolve as much sugar into warm water as you possibly can). That should help it fix itself.

2) It's alright to pull the skin off, just be careful around the eyes.

3) The lack of appetite probably has to do with the skin on his face, when you get it off he should start eating again.

4) Call around to local vets. Some will allow payment plans
