hatchrite question

Should I put water in with the hatchrite for the eggs to lay in? Also been having problems with deflating eggs. Could not adding water to the hatchrite be the problem?

perhaps there was an air leak in the bag and it dried out a little bit. im using hatchrite right now that i accidentally left open, and i just rehydrated it like perlite. if you already have eggs in it, just add water slowly until the eggs puff up.
