Heating issue

Hi all. I have had leos before but not in a few years (had to give them away for college). My question is in regard to heating. I recently just purchased a new leo and unlike my old Leos, I have him in a fairly large wooden tank. I have a heat lamp at the moment, but it just doesn't seem to be putting out enough heat. Now, the house that I live in is well ventilated and quite cool usually. I feel like the overall movement of the air is dispersing heat to quickly. Because of this, I feel like I might have to rule out heating by light. My question is, is it feasible to use an heat mat in a wooden cage? I know it would not work under it, but would it be safe to have it under a decent layer of substrate(using paper towels at the moment.)

I haven't done anything like this before myself. The 2 issues are that wood doesn't conduct heat well and the UTH needs space to vent. This would be my idea: Use tile as a substrate. Cut it to fit the floor well and raise it off the bottom of the enclosure with small (but stable) pieces of wood about 1/2". Attach the UTH (or consider using Zoomed heat cable which gives you more flexibility) to the underside of the tile. That way you have a decent heat conductor and ventilation as well.
