So when i put my female RAPTOR in with my male, the male started shacking his tail really fast and then bit her on the neck, is this normal??

lol... yes thats perfectly normal. It freaked me out the first time too! That's what you call gecko foreplay.

It depends what kind of bite.. If it was a friendly bite and the female didnt freak out it is ok but if he like struck at her and bit her neck then its not ok.

Don't worry! That's what they do, they bite on the neck to hold the female down. Waving the tail is just regular mating.
